Delhi Cabinet approves draft Bill to regulate fees in private schools

The government recommended a draft Bill to control school fees in Delhi after parents protested against schools increasing the fees.Schools in Delhi won’t be allowed to regulate fees unless they get a recommendation from special government committees. This rule is part of a new draft law passed on Tuesday by the Delhi Cabinet. The law, called the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, aims to control how private and government-aided schools decide their fees. The decision comes after months of parents protesting against rising school fees in the city.

In the Press Conference:

Delhi Chief Minister Rekha Gupta said in her press conference, the Delhi government approved a draft Bill in the Cabinet meeting that will apply to all 1,677 private schools, whether they get government help or not. This Bill will set rules for how schools can increase fees. She also said that any school that breaks these rules could be fined up to INR 10 lakh.

She said that every school will have a fee regulation committee with 6 school members, including the principal and three teachers. It will also include five parents or guardians and one person from the Directorate of Education. The five parents—two of them women and one from a reserved category—will be chosen by the Parent Teacher Association through a lucky draw. This committee will handle decisions about increasing fees and other related matters in the school.

Education Minister Ashish Sood said that the Bill proposes creating three levels of committees to control fee increases. He explained that these committees will be set up to follow the new rules. They will decide the fees for three years, based on the school’s facilities and school’s structure.

According to the Draft bill:

Committees will be formed at three levels to handle school fee increase matters.

  • The district-level committee have seven members and will look into complaints from parents if they disagree with the school-level committee’s decisions, and review these cases and give its report within 30 to 45 days.
  • The state-level committee will be the highest authority for appeals. It’s check the decisions made by district-level committees and give final orders that stay in effect for three school years.
  • School-level committees will be formed by July 31 for the next school year to talk about fee increases, and they need to submit their report within 30 days. If they fail to do so, the district-level committee will talk to parents and prepare the report instead.

Bill will be very helpful for parents because they will now have the power to make decisions. In October, once the law is passed, parents will be able to easily decide to keep their children in the same school or look for other options
