As​‍​‌‍​‍‌ part of a major effort to improve access, the Union Public Service Commission (UPSC) has declared that candidates with benchmark disabilities (PwBD) can now choose and ensure the location of their examination centre for the national-level competitive recruitment examination. The change in the policy of giving priority to the convenience of PwBD applicants who are facing difficulties in travelling and in handling logistics.

According to the new arrangement, a PwBD applicant will be allotted the examination centre he has opted for while filling up the application form. Earlier, it was a frequent occurrence that the early closure of the capacity of a location led to the forced choice of less convenient seats for PwBD candidates. With the announcement of the new UPSC's decision, these inconveniences will be a thing of the past.

UPSC authorities observed that the information from the latest exam cycles had exposed the problems of the system. Due to the high volume of candidates, they were often full, leaving the PwBD applicants out. "With this alteration, those difficulties are no longer present," the Commission said, pointing out the principles of participation and ​‍​‌‍​‍‌fairness.

How the Implementation Works

The​‍​‌‍​‍‌ rollout is a well-organised, equitable procedure that strives to meet the demands without lowering the standards. Firstly, the existing centre capacities will accommodate both PwBD and non-PwBD candidates on a first-come, first-served basis. If some places are short of rooms or there is a need for a different timing of the session, then PwBD candidates' preferences will be met due to the provision of these additional resources. The directive is valid for the entire range of exams conducted by the UPSC, including the Civil Services examinations, as well as different recruitments.
